Did Pope Francis already judge gays?

As a pro-gay, did Pope Francis already judge gays? We will try to answer the issue based on the quoted statements in ph.news.yahoo.com as follows:
“On an educational level, gay unions raise challenges for us today which for us are sometimes difficult to understand,” Francis said in a speech to the Catholic Union of Superiors General in November (ph.news.yahoo.com)
He was further quoted: 
Though the Church has often been in conflict with the lesbian, gay, bisexual and transgender community over its opposition to same-sex marriage and to homosexuality, Francis has drawn praise for attempts to be inclusive.
In July he reached out to gays, declaring that “if someone is gay and seeks the Lord with good will, who am I to judge?”
And in December, the Advocate magazine — dedicated to the gay and lesbian community — chose the head of the Catholic Church as the “single most influential person of 2013 on the lives of LGBT people.” (http://ph.news.yahoo.com)
When he said if someone is gay and seeks the Lord with good will, who am I to judge", did he not already judge in favor of gays and gays seeking individuals?  Probably not but he had already induced the not yet gay individuals to become enemies of God too by having sexual relations with gays. Also, if he is not the enemy of God, it is least expected from him to support the societal structure of homosexuality and failing to tell gays and non-gays about the scriptural prohibition, as follows:
22 No man is to have sexual relations with another man; God hates that.(Leviticus 18:22,TEV)
And by the way, if you are gay, what would you exactly seek from the Lord when you can not stop having sexual relations with men because of pressure of lust? I don't think gays will seek the Lord because society and the alleged church had apparently given them the moral and legal rights to have sexual relation with same-sex partners.

Pope Francis is right in saying "who am I to judge" after all as he will not have any participation in the execution of judgment.
